CARICOM again divided on Venezuela at OAS

WASHINGTON, USA — Caribbean Community (CARICOM) countries continue to adopt competing narratives and different visions of instructional authority that divide the region on supporting opposition leader Juan Guaidó, as the self-proclaimed interim president of Venezuela, this time on the acceptance of his permanent representative at the Organisation of American States (OAS).

CARICOM has adopted a position of non-interference in the internal affairs of Venezuela and said they were prepared to mediate in the process to bring about a peaceful resolution to the crisis.

On Tuesday, April 9, the Permanent Council of the OAS approved a resolution on the situation in Venezuela in which it resolved “to accept the appointment of Gustavo Tarré as the national assembly’s designated permanent representative, pending new elections and the appointment of a democratically elected government.”

Guaidó, is recognised as the Interim presidency of Venezuela by the US and most of the 34 members of the OAS, which considers the administration of Nicolas Maduro illegitimate.

The resolution was approved with 18 countries in favour: Argentina, The Bahamas, Brazil, Canada, Chile, Colombia, Costa Rica, Ecuador, United States, Guatemala, Haiti, Honduras, Jamaica, Panama, Paraguay, Peru, Dominican Republic and Saint Lucia.

Nine countries voted against the OAS initiative: Antigua and Barbuda, Bolivia, Dominica, Grenada, Mexico, St Vincent and the Grenadines, Suriname and Uruguay.

Six countries abstained: Barbados, El Salvador, Guyana, Nicaragua, St Kitts and Nevis, and Trinidad and Tobago. Belize was absent.

Recently a select group of four CARICOM heads of government met with US President Donald Trump, as an opportunity to thank these countries for their support of the US position on Venezuela, contrary to the official CARICOM position on the issue of non-interference.

The selected leaders from The Bahamas, Haiti, Jamaica, and Saint Lucia, along with the Dominican Republic, were promised a high-level delegation from the Overseas Private Investment Corporation (OPIC), a US government agency that helps American businesses invest in emerging markets.

On Tuesday, these countries voted in favour of recognising the opposition envoy designated at the OAS.

Secretary-general of the OAS, Luis Almagro, welcomed Tarré to the hemispheric institution stating, “We will work to deepen the path to democratisation, peace and justice for Venezuela.”

He claimed that “the voices in favour of democracy in the hemisphere” voted for the resolution that accepted his appointment.

Tarré highlighted the struggle of Almagro for the freedom of his country, and the step taken by the Permanent Council in recognising him in his post, adding, “The usurpation ended concerning the chair of Venezuela, now we will work for a transition government and free elections.”

On social media Tarré celebrated, saying, “Today we achieved the cessation of the usurpation of our chair in permanent council of the OAS, an important step to achieve the objectives set by President Juan Guaidó.”

Maduro called the OAS’s decision a “criminal and rampant violation of international law and the OAS charter.”

The Venezuelan foreign ministry said in a statement. “The government of the Bolivarian Republic of Venezuela reaffirms its irrevocable decision to leave the Organization of American States on April 27, 2019… given that the Bolivarian Republic of Venezuela cannot remain in an organisation that goes to its knees before the imperial interests of the US administration.”

Venezuela’s ambassador to the UN, Samuel Moncada, said that, with this decision, the US government is aiming to expel the representatives of Venezuela in international organisations and impose people “that we are not sure whom they represent exactly.”



  1. As long as you have the influence of Cuba via people like Ralph Gonsalves poisoning any organization expect continuing support of Maduro who is himself a product of Cuba.

    It only takes one or two rotten apples, to rot the whole barrel.

    Those countries that abstain are simply adopting a cowardly action of not wanting to be seen supporting one side or the other. That is the problem of ex-slave countries they tend to breed more cowardice than normal and reparations will not cure that.

  2. The Maduro regime forced themselves unto the people of Venezuela and CARICOM should not rubber stamp stolen elections, whether in St. Vincent, Dominica or Venezuela.
    Maduro does not care about the lives of Venezuelans, they have prevented them from accepting badly needed food because it will make Maduro look bad. In the meantime people are starving.

  3. As the world moves slowly but inexorably back to traditional bilateralism because of the proven failures of dysfunctional multilateral organizations ranging from the United Nations to the Organization of Eastern Caribbean States, the OAS and CARICOM are simply following the same path.

  4. To equate what is happening in Venezuela by the United States, fancy this scenario for instance: –

    “Canada introducing Justin Trudeau, as the new self-proclaimed president of the United States. Effective immediately, President Trump is Eliminated as the leader of the United States of America.

    All US Bank accounts and all US products being delivered to ANY country, have been seized by Canada. All revenues generated by this maneuver are to be destined for Tudeau’s use, to promote this Coup”!

    What would the USA Government say or do, if this adventure were to really take place?
    I’d say that they would do EXACTLY what Venezuela and its Government are doing right now!

    What would the SENSIBLE COUNTRIES around the world say or do, about this so-called Canadian Coup against the USA?

    • What is happening in Venezuela was caused by the Cubans taking 36 billion US dollars worth of oil against 75 million US dollars worth of medical staff supplied.

      This is nothing whatsoever to do with the US as Don would have us believe that is why he comes here and tries to shroud the truth in ‘Whataboutism’ which is a variant of the ‘tu quoque logical fallacy’ that attempts to discredit an opponent’s position by charging them with hypocrisy or untruthfulness without directly refuting or disproving their argument, which is particularly associated with old Soviet and more recent Cuban and Russian propaganda. When criticisms were levelled at Cuba, Venezuela, Russia, Iran, and SVG, Don’s response would be “What about…” followed by an event in the non-communist world, particularly the United States. By using this propagandist tactic it is quite obvious that he is Cuban trained because Cuba is the Caribbean nation training online propagandists like Don from Northern Canada in the art of Whataboutism. He is paid by SVG and Cuba, respectively, as a specialist propagandists [what he himself would describe as Trollism].

  5. As Iran joins Russia and China in providing material support to the Maduro regime in the staving and mismanaged Venezuela, what more can we say. The Ralph Gonsalves Government of St Vincent and the Grenadines has added their immoral and insignificant voice to that support of Maduro, Ralph being the dictator that he is, what now in this unhealthy mixt.

    Dictator Ralph, is a known supporter of the Maduro regime and also of the Cuban repressive Regime too, so therefore, what can we ask of this collection of questionable Maduro supporters, except, when will the shooting start? After all this is the American back yard so the tell us or so they will have us believe!

    The enemies of the U.S.A are now boldly gathering in Venezuela, the American so-called Back yard, on the pretext in this “In defence of the nation state.” In this case Venezuela. The sufferings of the Venezuelan people has now taken a back seat by all of the international agencies like the UN and the IMF, while sworn enemies takes up their doctrinal positions on Venezuela.

    Therefore the resolve now, for all intents and purpose, remains with Donald Trump the American President. What will he do? Answer: Queen to Bishop 3 square and check! Your move Donald and the clock is ticking!
