Before we start on this story I would like to say I hold no grudge against Julian. There are a few things I would like to ask. One being how he got to head a ministry of a subject he knows nothing about and has no professional training for. Another is how did he acquire “more wealth than some small countries” [a quote by his cousin], because when I last talked to him in 1999 or 2000 in Kingstown he was openly admitting to being downright broke? Chain smoking cheap cigarettes, driving an old bashed up crate of a vehicle, and the knees hanging out of his trousers. I am not accusing you, Julian, I am just inquisitive about the obvious magic that has transformed your life. I hope it’s nothing to do with your cousin’s Obeah works he told us about.
Julian Francis as the minister of works oversaw the building of the Argyle bypass road. As that minister he must take full responsibility of the building and the final construction of the road.
If you are willing to take the glory for success and effulgence for the ULP the family dynasty and as partial dynasterial plantation owner you must also be willing to take the criticism and condemnation when something under your watch goes wrong. As a minister you must be prepared to resign. As a member of the ruling family dynasty you of course can just smile at even the thought of that. Why would you give up something that you claim to own?
When being built, the Argyle bypass road required lots and lots of drainage, but insufficient was installed, which meant, instead of draining into drains and gullies and then eventually on into the sea, it permeated into the ground on the wrong side of the road. The ground it was most likely to permeate was the ground that was filled and not sufficiently compacted, and that’s exactly what it did.
Not just filled ground under the road but filled ground all over the airport and its curtilage too. To make things many times worse, the small seasonal waterways and natural drainage channels not recognised in the dry season were simply filled without provision for diversion when running water in the wet season.
What occurred is that, when they excavated for the road through the hills, they cut through a clay and loam subsoil, which they used to fill the valleys and dips including dry streams and dry river beds.
When Julian Bodge made the statement that the road was open again after its most recent collapse, I was quite surprised to hear him say it was a temporary fix suitable for about two years. Surely the road should have a final engineering correction and cure before the airport becomes operational. There is plenty of space to work on the area where the original collapse took place and there is time to try and rebuild the original road without the now hairpin bend.
We all know the road has collapsed twice already. The problem for the second collapse was exactly the same problem as with the first collapse and may be the same or similar for the third in about two years time. I say similar because they have put a lot of rock under the repaired road but those rocks are still sitting on and are surrounded by a huge floppy mud pudding.
Why on earth would you make a temporary road repair when it is serving what is hoped to be a permanent feature known as Argyle International Airport. It means at some time in the future when the airport is complete and [we hope] opened, that once again the road will have to be closed which will seriously affect travellers. It will put five mile on the journey from the Leeward to the airport entrance road and vice versa.
I was recently told that there are several other sections of the road that received the same treatment and may be prone to road collapse. I am not sure that is true unless some dimwit excavates close to the road like they did where the recent collapse occurred. Also unless they have seriously ignored the water and drainage problem like they did where the recent collapse took place.
One other thought to keep in mind is all that water that is continuously draining from the adjacent hills as surface water ends up at Argyle airport. But there is much, much more, draining underground from the hills and mountains that ends up under the airport and they have made no provision at all for that.
That land on which the terminal aircraft apron is built and some areas on which the runway is built were ancient swamp lands fed by spring water. The hills and the mountains surface water has always drained into Argyle and so has the underground water. It will continue to drain into the area as it has done for perhaps the last million years.
All the rubbish spoken about extra rain this year is just that -- rubbish. It has always been a wet area that is why there are many ruins of water mills in the area left from sugar production days. But many of those mills no longer have streams next to them that tells us in the past it was far wetter than today. The area has always been famous for its spectacular rainbows and you only get rainbows where it rains.
No, it’s not doom and gloom, it’s being realistic, admitting what is wrong and asking for it to be put right. But in the case of water at Argyle, is it too late for corrections? What is the answer? I honestly do not know, perhaps a firm of foreign engineers with experience in such matters should be consulted, and not the Cubans who took ten years to finish the three-year project. Get some British or Americans, Germans, Canadians, someone with some savvy.
The Argyle Airport and its bypass road has been a series of blunders, we cannot blame Julian for the airport but we can blame him for the road. But I suppose seeing as the airport is so deeply connected to the family dynasty perhaps Julian should get a portion of that blame as well.
The airport has put our country into what some see as eternal debt. I hope they do not sell the Arnos Vale airport because we can be almost sure it will be needed again at some time in the very near future lest we are cut off by air from the outside world. Things will go wrong at Argyle because of the engineering, several underground drains that are only four feet square running for almost a mile are already half silted up and not much prospect of them ever being cleaned [or are capable of being cleaned out] out if the ULP government runs true to form.
What can we do? Very little. We will be long gone and it’s a problem for our children and grandchildren and even their children, it’s their problem. A problem created by one man’s political ambitions and dreams I of course refer to the family dynasty leader and creator of the Argyle folly Ralph E Gonsalves. I also blame those in Diaspora who have supported this man’s dreams with their selfish greed and ignorance with little regard for those Vincentians who in the future will be paying for Ralph’s folly.
The Diasporans or their children will not be paying in the future as their children and grandchildren are assimilated into the country where they are born and to which many will swear allegiance. Our offspring will have to bear the debt created by this political party, this family dynasty, this man aptly called the comrade, with the assistance of those in the Diaspora.
Goodbye and I wish all the readers and writers the best for 2017; in God’s name we will need it.
P.S. there are still 61 people who remain unpaid for their land taken from them to build the airport eight to ten years ago. The Barbados road contractor C.O. Williams Ltd is still owed in excess of $20 million for their work; they confirmed so in an email to me. Are certain hardware companies still owed $60 million? I think they are for the last seven years, but will stand correcting.

Peter Julian has had trouble with the road bank at Argyle but were there not banks in Kingstown that had problems with him. It would appear that all his problems with banks were financial. Insufficient money in the government coffers to make proper repairs to the Argyle bypass road.
I remember when he told us that any employee that has a huge work pile of paper work on his desk is up to no good. I thought that was useful advice at the time because experience is wonderful thing and we should all learn from other peopleâs experience.
When we compare this article to the same on Kenton Chanceâs I-Witness News site, we see that a whole section (first paragraph) was completely removed, and leaves no doubt in my mind that that was done by IWNSVG for some good reasons, that they felt compelled to do and necessary. It makes one wonder why CaribbeanNewsNow saw no need to do the same.
Nevertheless, in the first place, we the people of St Vincent and the Grenadines (SVG) donât need your goodbye or well wishes for 2017 Peter Binose. Why? We know you donât mean well at all Peter Binose, and never have any good things to say about, or do for SVG.
In the second, Senator Francis who is a true son of the soil, has been as always, fastidious and precise in seeing that any job which was handed to him as Minister of Works and under his supervision is completed to the best of his and his work forceâs ability. We all know Julian as a âdonât mess around kind of guyâ when itâs time to get serious.Senator Julian Francis as our election campaign manager, and the ULP âFour Inna Rowâ win over the NDP is proof enough! The Argyle bypass road will hold up as of now, and if it falls away again, we will fix it, again, and again and again. No big deal!
The âterminal aircraft apronâ was not built on any ancient swamp, and no water mills were ever in the area, and who cares anyway what had been there for the âlast million yearsâ. Our greatest fear is La Soufriere Volcano, and even so we just go about our business as usual, like ... it doesnât even exist. So why should we worry about you your concerns and or your bull...?
On the other hand you are not an expert in anything, not even propagating bull...! Even with that youâre a complete failure, and thatâs really sad.
Moreover, we the majority of Vincentians are glad to have our first International Airport, and under the circumstances which we secured it all, and will always be grateful to the comrade PM Gonsalves and the ULP for making it a reality. Our children are now better educated and understand why we need an International airport, and will be glad to strive now and in the future to secure and maintain it.
You Peter Binose and fiends of the âHaters Clubâ could keep your âdoom and gloomâ to yourselves. Our youngsters are far more educated, progressive and have a strong positive outlook on life in general, in all aspects than you can imagine, and will laugh if they knew you were concerned about their future. Sorry, they only look forward to well wishes from our friends, our comrade PM, and the ULP government of SVG. Not Peter Binose!

Vinciman, you surely know that the first paragraph was omitted by I-Witness News because St. Vincent has stricter libel laws than free speech loving America where the first paragraph could never be viewed as defamatory.
If you feel the first paragraph is a gratuitous ad hominem attack on Mr. Francis -- which I believe it is -- I invite you to complain to the editor.
David, the paragraph in question, in my opinion might not be libelous, but on the other hand totally uncalled for, totally unnecessary. Iâm sure Kenton thought so too.

When I write for IWN I am always aware that the owner works and lives in Saint Vincent. He will become a target if he is not protected firstly by himself and secondly by the content that writers include in their work. Some of my work I do not even submit to him and some he himself rejects completely for the well being and safety of himself and his media house. Right there is a serious gagging of the press and public comment.
No one in SVG is safe unless they support the regime and demonstrate they fully support the regime. If you look at what was done to Biggs and others, the spite the malice, but they are lucky they are still alive, many others are dead.
What the people of SVG need is most certainly not for you to determine what they want. The good wishes were not for things of your ilk, they were for real people.
Meaning well is not as you would like, brushing what is happening in this country under the carpet. When I and other like me bring the wrong to the people they do not do it out of spite and malice. That is something that is used by you and your kind.
Senator Francis is an unelected unelectable politician put into the position he is in by his cousin the man who only works Obeah for the Lord [of darkness]. If not given the position he has in every ULP government by the comrade, he would never be able to gain access to parliament.
Thanks for reminding me that senator Julian Francis is the ULP campaign manager, the ULP may well have a lot to answer in the court regarding election fraud if the election appeal is upheld. He being the campaign manager may have a few questions to answer.

Well it looks like the opportunity has arrived because according to the front page of The News newspaper of today Friday 6 January 2017, including a photo, the road has begun to collapse again. âI TOLD YOU SOâ you would have the readers believe I know nothing but I know everything about Argyle.
Part of the apron is built on swamp land and so is part of the runway. I know that as a fact perhaps better than most, it was not compacted to standard either.
There are ruins of water mills in the area, the ruins of one without the wheel is next to the road 200 yards before you come to the bridge that crosses the Yambou river, on the left when heading in the direction of Peruvian Vale.
I am glad you mentioned La Soufriere Volcano and being worried about it erupting, so you should be. Because itâs very much a live volcano and according to records is overdue to erupt. If that happens all aircraft sitting at the airport will be lost because the hot ash will destroy them. They will end up as scrap metal. They certainly will not be able to fly in the ash cloud and the airport is within an area where hot rocks will rain down. Argyle may become an insurance nightmare for resident and visiting aircraft, with subsidence a possibility, huge winds when not expected and now a live volcano to take into account.
One problem you have Vinciman is that you know nothing about my abilities. You can guess and you can make silly comments, but you remain uninformed.
What do you mean âwe the majorityâ. Secondly the ULP you refer to are there because of election fraud.
Many Vincentions have been brainwashed into believing all sorts of crap about the airport. The circumstances that secured the airport are based on lies and deception. The people were told they would have no debt when the airport was complete, lie. We were told the airport would be finished in 2010, gross lie.
Everyone wanted an airport including me. But not one that carries âthe curse of the Christian bloodâ. Taking money from the Iranians in return for supporting them at the UN when they were being sanctioned for killing Christians because they were Christians. People may forget that but not me I remember it well. Put into any search engine âPeter Binose, curse of the Christian Bloodâ you will find dozens of references to what I wrote.
Our great grandchildren will not âbe grateful to the comrade PM Gonsalves and the ULP for making it a realityâ. They will be left with a colossal debt to pay against something that will eternally lose money. I believe Ralph Gonsalves destroyed his own character, so anything that I say about him in reality means very little. Who else but an idiot would tell the people âI tell lies sometimesâ âshow me a liar and I will show you a thiefâ âI only do Obeah for the Lordâ âI am here to finish the work of Maurice Bishopâ âWe will hunt them down until they exist no moreâ? Who else would bring a team of commies into a project and have a seven year overrun on completion? Who else would piss off the chief engineer and supersede his instructions?
Our children are now educated but many of them to a very low standard. They are being brain washed and do not fully understand that this particular airport built and funded in the method that it was will bring this country down, not boost it up. Saint Vincent will never be a tourist destination. Farmers will never be able to afford to ship their produce by air. Foreign buyers will never be able to afford to buy it because the airfreight charges will kill the deal.
The âDoom and Gloomâ that you describe is about me telling the people the truth, about telling the region the truth, about telling the world the truth. You want to carry on the living lies that everything is great, it is not. It could have been great but any possibility of that was destroyed by the lies and fiscal and engineering failings best described as stupidity of everyone involved in the project. Building an airport without curing the inherent faults like swamps and water springs. Installing tunnels under the runway that cannot be cleared of blockages or maintained properly.
Sections of the bypass road should have been built on stilts to allow water to flow under it, at the same time leaving the farm land for the farmers. Instead the road is acting as a great dam the length of the airport driving the water underground where its route and course cannot be determined. So much water that the whole airport is in danger of becoming one big swamp.
There you go again Peter âTellus Alieâ Binose with your usual âtall talesâ (known as lies) as in,

Of all the thousands of opposition supporters, and a miniscule insignificant few, include yourself, who take to the airwaves, the media and the streets, to misbehave, slander, castigate, demonize and try to overthrow our democratically elected government, fighting back and disrespecting our Police Officers in the line of duty even in public. The overall evidence and the facts show that our government agencies handles each and every situation with a tact and the loving care known to the ULP administration and supporters as âlabour loveâ ,leaving these rowdy opposition figures to flounder under their own steam, their own stupidity like in the case of Biggs,(Leon Samuel).
Doesnât it seem odd to you or anyone else, that any astute businessman after investing so much money in a business, would leave his hundreds of thousands of dollars worth of machinery sitting around unprotected, to just perish in such a manner as seen in Kentonâs IWNSVG video. With the excuse that, (listen to Bigger Biggs speaking) â I canât even find words to explain this but...I myself canât even believe what Iâm seeing at this time myself... trust me ,trust me...itâs a place I do not frequent, because when I come on site here it makes me more depress...â hog wash! Did he not care about his equipment? Couldnât Mr. Samuel hire someone to âwatchmanâ his property, or rent out the equipment to some other business, or move it to his Mespoâ facility which was/is still in operation, while awaiting the decision from the government or the court? Moreover, are you implying that the government is responsible for deaths? What deaths? Do you have any evidence, any facts to corroborate this statement? I think not! In addition, are you going to sing about Glen as you usually do? I bet you would! Rubbish!

The people of SVG already know whom and what they like, and that is PM Gonsalves and the ULP, and the way things have been going government wise for the past 15 years. Speaking about âelection fraudâ in your statement â...the ULP you refer to are there because of election fraud â. Again, you have no evidence of such. Moreover, you even admitted in the past that, âI have no personal evidence of election fraud at the voting stations or otherwise in the police stations during storage. What I do have evidence of is that some $23 million dollars worth of government owned building materials were given away by the Unity Labour Party to require their supporters to vote ULPâ. Incidentally, not even the $23 million statement is factual, and you can never or have ever brought forth any evidence of bribery during the last elections. Never...Blabber mouth! Your mouth runs like your bladder! Youâre a bladder mouth!
On the other hand, you claim so much to be a Vincentian, and up to now, you canât even spell the word Vincentian! What the hell, or who the hell is a Vincention? This is no typo Binose. Youâve done this on numerous occasions Peter Binose the so-called Vincentian. Maybe youâre the âFraud, Liar and a Judas Goatâ? But I knew that already!
To conclude, your article under the guise of criticizing Julian Francis, Minister of Works, who, by the way must be complemented for doing an exemplary job as Parliamentarian, Senator, Minister of Works , and ULP campaign manager, even as you say an âunelected, unelectable politicianâ.
Nevertheless, this article is another smoke screen for belittling our Argyle International Airport, which you grudge and fear like your handlers abroad, which just canât get over their cold-waring, and commie under the bed sickness, and thinks AIA is another âmilitary airportâ for the likes of Cuba or Venezuela or even Russia. SVG is a free independent parliamentary democracy âruled over byâ a symbolic hereditary monarch, Queen Elizabeth, the closest thing we have ever had or will ever get to dynastic rule.
Ralph Gonsalves is Prime Minister because he won his fourth election fair and square, as duly certified by three independent external and one independent internal organizations.
Ralph Gonsalves appointed Julian Francis as his Minister of Public Works, as was his constitutional right. Whether Mr. Francis is doing a good job or not, is an entirely different matter. Whether he is doing a better or worse job than any of his predecessors, at least one of whom showed up to work drunk every day, is also a matter of conjecture.
Camillo Gonsalves is a well qualified and educated Member of the House of Assembly, having won his seat fair and square. Ralph Gonsalves appointed him as a Minister of government as the Constitution allows. There is nothing in our constitution that would disqualify him from this position or prevent him from succeeding his father as Prime Minister, if the people vote for this to happen.
You well know that I have no use for most of the policies of this government which I consider to be the worst in our history, if only because every decision it makes and every dollar it spends is aimed at keeping it in power rather than improving the condition of our country and its people.
I also accept that, like all previous Vincentian governments before it and like all governments throughout the Caribbean, this regime has been guilty of nepotism, patronage, mismanagement, vote buying, and other bad things.
But like it or not, it won 8-to-7 seats in December 2015 with a majority of the popular vote.
Or do you actually reject this government because you believe our people were too ignorant to make the "correct," choice, a frighteningly elitist and potentially totalitarian position, if there ever was one.
