Letter: Poverty reduction in SVG: From NDP to ULP

Dear Sir:

We have all heard the nonsensical chatter from those who have political axes to grind, relating to our national economics and poverty levels in St Vincent and the Grenadines. This article is written to simply state the truth, the whole truth, and nothing but the truth. This background is intended to highlight factual information like Dr Byron-Cox says, "The facts ... just the facts."

In 1997 the James Mitchell administration commissioned a study on the existence of poverty in St Vincent and the Grenadines. They contracted with Kairi Consultants of Trinidad and Tobago to do the study and assessment of our poverty level.

The consultants reported that the poverty level was 37.5%, and the indigent or (dirt poor) was assessed to be 25.7% of the population. The Gini Coefficient was a ridiculous 0.56! Zero represents equality, and 1 represents inequality.

All of the indices represented St Vincent as being THE WORST CASE in the Caribbean, with the exception of Haiti.

By 2001, when the ULP attained political power, an informed consensus among dispassionate observers was that the general poverty and indigence levels had not improved since 1997. Actually, rural poverty and indigence had worsened considerably. The level of material inequality had worsened as well.

The NDP government went ballistic at these statistics. They even refused to accept the results of their own hand-picked consultants!

The NDP critiqued the consultants' methodology, data collection, and even their conclusions. They were completely unable to face-up to this awful legacy of their 17-year governance. Actually, they are still in denial about it to such an extent that the NDP leader, Arnhim Eustace, still continues to dispute the data. But then, Eustace is hardly a credible observer of poverty. In 1998, he declared that he was unaware of real poverty in St Vincent and the Grenadines, despite the fact that he had been fiscal adviser to the government for almost 15 years.

There are only two options here: (1) he either DID NOT recognize that real poverty existed in St Vincent prior to 1998, or (2) he is lying, and actually did recognize that real poverty existed under their administration prior to 1998. If he is speaking the truth, and really did not recognize that real poverty existed in St Vincent previously, then the man is not only absolutely clueless, but he is also exceptionally inefficient, extremely ineffective and extraordinarily incompetent as well.

How is it possible for a government's FISCAL ADVISOR not know that poverty existed in the country where he was born and still lives? If that is the case, then what type of advice was he giving the government?

That 1997, 25.7% indigent poverty rate has shrunk considerably, and continuous efforts are being made to further reduce it to zero. Between 2001 and 2006, it was reduced to 3%!

The Cato administration paid "poor relief" of $50 per month, -- but in 17 years, the NDP only increased that figure by $10, to $60 per month. The ULP, in contrast, increased that payment from $60 per month under NDP, to $200, and in some cases, $225 per month. Not enough, but considerably more, in much less time, than the NDP did.

The 1999 NDP Slap In the Face

In 1999, the NDP administration received a horrible slap in the face from the British government on the issue of poverty. Arhnim Eustace, as Minister of Finance, had applied for EC$12 million in debt relief from the British government under the Commonwealth Debt Initiative. The British government rejected Eustace's application in most scathing and peremptory terms!

The British rejection was based on four limbs:

(1) that the NDP administration had failed to implement any comprehensive programmes against poverty
(2) that it had not effectively tackled official corruption
(3) that it was slow in cleaning-up the offshore finance sector
(4) that generally, it had not exhibited "good governance" including its lack of transparency.

This was an awesome indictment of the NDP government, but unfortunately the particulars were absolutely correct.

This rejection letter from the British High Commissioner was not in the files of the Ministry of Finance or at the Office of the Prime Minister.

It is only when the ULP took office in 2001, and Dr Gonsalves enquired of the British High Commissioner about the status of Eustace's application, that he was informed of the rejection. At this point, Prime Minister Gonsalves was given a copy of the rejection letter by the High Commissioner. Eustace and the NDP wanted to hide this damning document from the people of St Vincent and the Grenadines.

The Recovery

The ULP administration set about, with great energy, to implement a many-sided poverty reduction programme. The government issued a publication entitled "Poverty reduction in St Vincent and the Grenadines -- 2001 to 2005," which detailed the policy measures and the targeted strategic interventions to be initiated in their war against poverty.

Both the British government and the World Bank formally recognized the ULP's efforts.... and in appreciative terms as well. With regard to the NEW APPLICATION from the ULP government for debt relief from the British, the response was favourable. By late 2001, Claire Short, the British Minister of Overseas Development handed a letter to Dr Gonsalves at her office in London in which immediate and temporary relief of 1 million pounds sterling was granted.

It must be noted here that Dr Gonsalves was on his way home from Libya, but this fact did not bother the British. Nevertheless, it did trouble the incredibly foolish, ignorant and backward individuals in the NDP, like Brian Alexander. This letter also pledged to erase the entire debt of $12 million upon a successful review by the British within one year. The review was done and the British kept their promise.

What the NDP had failed to achieve, the ULP had done -- successfully.

The British government had sounded their approval of the ULP government's early efforts at poverty reduction, fighting official corruption, cleaning-up the off-shore finance sector, and "good governance" generally. Ms Short and PM Gonsalves had a pleasant discussion on Libya in which she supported the PM's efforts at handling our political space overseas.

Maybe it is just me, but there is absolutely NO WAY there is any comparison between these two political parties in St Vincent. ...Not even close!

Simon for us was setting out for our understanding the state of affairs with SVG Poverty reduction as he said the facts there shows!

Simon Anderson’s letter of August 31 my dear fellow set out for us the background facts to which Poverty reduction in SVG has to be seen starting with the 1997 James Mitchell administration commissioned study by Kairi Consultants of Trinidad and Tobago and the Cato past. Hence either Kairi Consultants carried out that study or they did not! Further either their report findings are true or they are false!

Simon said that the consultants employed reported that the poverty level was 37.5%, and the indigent or (dirt poor) was assessed to be 25.7% of the population. Simon also said that “All of the indices represented St Vincent as being THE WORST CASE in the Caribbean, with the exception of Haiti.”

So my dear Richard Huggins that being Simon’s starting point do you have evidence to the contrary? If you do have evidence to the contrary please do tell us accordingly! The historical perspective is what Simon Anderson’s letter of August 31 went on to outline further for us!

So again do you Richard Huggins have issues with his unfolding facts and can you rebut Simon Anderson’s outline of the measures taken for “Poverty reduction in SVG: From NDP to ULP” for the time period he mentioned? If you intend to rebut Simon please set out your facts here but be reminded that “facts” are thing “known” to have happened or to be “true” or “exist”. In, in reality, and indeed!

Hence facts are for your information Richard,

(c) to “exist” or had
(d) exist in “reality”
(e) is “indeed” so

Thus evidenced!

When GONSALVES said he is here to finish the work of MAURICE BISHOP, SIMON ANDERSON at the time agreed.

Maurice Bishop, had the books fixed to fraudulently obtain money and loans from the IMF and WORLD BANK, he instructed people to be sent to Russia and Cuba to learn how to keep two sets of books to enable fraud to committed against the IMF and WORLD BANK.

There were CUBANS entrenched in every Grenadian ministry, the CUBANS were pulling many strings.

BISHOP shut down newspapers and radio stations. He personally signed detainment orders and hundreds if not thousands were imprisoned without trial.
He locked up most of the Rasta’s, wouldn't allow their children to attend school unless their hair was cut.

He had thousands of telephones tapped.

Put an increased house and property tax of 15% on everything, wrecking house and property sales.

He stock piled enough arms and ammunition to sustain a ten year war in the Caribbean involving millions of people.

These are just a few of the things found in the public records office, recorded fact.

And SIMON ANDERSON and GONSALVES want to finish the work of Maurice Bishop, and regard him a hero. Well to MARXIST scum he may well be regarded as a hero, but by any decent thinking person he was scum.

Remember that GONSALVES was in Grenada during certain times of the revolution, riding in Bishops car and writing his speech’s.

Keep on keeping on Sir. By the way, Junior Bachuss,my friend from since teenage years and until recently a staunch supported on the NDP WAS one of the lead consultant who did the servey on poverty of which you wrote. To this day he has never withdrawn an iota of their findings!

What never ceases to amaze me is the poor quality of the arguments on the part of the Government detractors. Quite obviously due to their limited educational attainment, they do not have neither the decorum nor the etiquette to stick to the subject matter that is under discussion, but range and wander all over the field with their ramblings acting like demented turkeys whom they are. Perhaps a kind friend ought to have a polite word in their ear!

Has any other person noticed that their methodology is always the same, post long list of unconnected material totally irrelevant to the subject matter under discussion in the form of pique vitriol as they vent their spleen? One questions not only their schooling but also their fitness to handle issues that they care to write about!

Are these individuals so conceited that they are not aware of their particular failings and education limitations? One postulate I know that some are indeed sick but others are just plainly badly schooled. Their poor literary discipline is indeed an irritant to intelligent reasoning.

We would all agree that there is indeed yet a very long way to go in alleviating poverty here in SVG but we also have an equally very long way to go with the education revolution although some contributors to this forum would have already missed out on that better education.

In the interest of healthier postings, let’s hope that those who need to take their pills keep taking them, and that there are some kind and polite friends to those individuals, who need a kind word in the ear out there.

Patto... let me reply to you because i was the one who went on a rant listing the "fact". Now, let me be clear here, I don't have a PHD, a BSC a NDP or a ULP, i'm only blessed with common sense. I actually never even sat common entrance for that matter. But i know some stupidness when i read some [with my limited ability] and i know some nonsense when i hear some. So no 16th, 17th, or 18th century quote can relate to what's taking place in Vincy right now. So i'm happy you can pull all kinds of quotes out of your head, bravo, but trust me dude, you have to come better than that to convince me that this government is worth anything. Warning please, if you encounter some grammatical errors, forgive me, English language as you may have heard has been taking a beating for the past 4 years of CXC results. We've been promised reports upon reports as too why, but as of yet, nothing. Now, one would think someone like you, who cares so much about the education of our kids would demand from the government, this report this is past due by 4 years, much like the 3% increase promised to the teachers. One would also think that you would be up in arms with the government, first for lowering that passmark for our common entrance exams, and the the failure to produce the report promised [again] as too why so many kids are failing. Let me remind you, that over1 thousand failed the exams this year, and again forgive me if my addition is off, Math, as you may well know, was abysmal this year.

Also, this prime minister, in an effort to reduce poverty, promised to close down 3 major companies in SVG, because they did not support him, which, if it had happened would have put over one thousand vincies out of a job. I mean these people should be able to say look these guys took me out of poverty, they got my vote. THE CHRISTIAN BLOOD AIRPORT AT ARGYLE

The problem as I see it is in the way that Marxist Gonsalves has attempted to fund the airport. He told us it would be built and funded by a ‘coalition of the willing’ all based on hand shakes and not written contractual terms. Well the willing have turned out to be unwilling.

[when the Cubans undertook to build the airport in Grenada, the people were told it was being built based on friendship, no contracts. Since, it has been discovered there were written contracts, kept secret at the request of the Cubans]

Both ‘Philistine Francis’ and ‘Donkey Gonsalves’ told us that when the airport is finished there would be no cost or debt to the Vincentian citizens. They told us this in an unequivocal manner, it turns out that was a massive lie. Our great great grand children will still be paying the airport debt in the next century.

Gonsalves told us and he confirmed it in Parliament that the Venezuelans had undertaken to pay the wages of the Cuban workers at the airport. That has turned out to the embarrassment of the Venezuelans to be another lie on the part of Gonsalves. Here you have him lying both to the citizens and to parliament. So far SVG have paid the Cubans a sum approaching $13 million. Cuban workers are paid at a rate three times that of Vincentians.
An airport would be a great thing for SVG. But we must realize that it is doubtful that any international airline will ever fly in on a daily or weekly basis. Those in the Diaspora have been led to believe that when the airport opens, they will be able to get on an airplane anywhere that they live and fly direct to SVG, this is another Gonslaves lie.

Barbados for many years paid airlines over a $100US a passenger head to fly into Barbados. I understand but have not confirmed that Lucia is currently paying airlines per passenger.

The airport in SVG will never be able to pay or fund itself from operational income, it will always require large amounts of government funding, weekly, monthly and annually. As Gonsalves has already managed to bankrupt SVG, funding the airport operationally will be a dire problem.

In the case of Gonsalves the airport is only a political pawn. He is using it to stay in power, appealing to the electorate to give him further terms in office to complete the airport. The airport is very emotive matter for all Vincentians, Vincentians are a proud people and , unfortunately they have been tricked and lied to by Gonsalves on a regular basis regarding the airport and many other projects.

The people in the Diaspora have been lied to and misled by Gonsalves for years now. They only see him in his hug-up mode, a friend to trust and rely on. Well it is time that they realize they have been tricked by him. This is a nasty little fat Marxist, who has sold us out to ALBA. He is a serial liar, he told us that “I sometimes tell lies”

he also told us “show me a liar and I will show you a thief” Well I believe that hardly a sentence or statement comes from Gonsalves that doesn’t contain a lie or twisted truth.

THE MAN IS A LIAR IN WRITTEN AND SPOKEN WORD, WAKE UP AND SMELL THE SULPHUR

Patto, I am saying for a fact that SVG is poorer today with the ULP in power. First of all, Simon, all that stuff that you quoted in the article, give us a site where we can look that up. You and the ULP have a history of lying time and time again. And anyone who starts an article by saying this is the whole truth and nothing but the truth is suspect at best. Remember, in your article about the community college, you started by boasting that the ULP established the college. I asked you who built the college, you have yet to answer.

Give us a site where we can actually view the crap that you stated above about SVG being the poorest in the caribbean, much like you can view the data about svg being the only country in the caribbean and Latin America with 4 straight years of negative growth. That my friend cannot be disputed. And that is where i will start with how poor we are in SVG.

Every other country had growth except for SVG and this is telling because last year when the IMF said SVG MAY grow you and the rest of the ULPites coud not even stop from wetting yourselves. Oh the IMF was great then. Look what the IMF says about us now. But when they predicated negative growth, you and Ralph questioned the formula they use to come up with these pronouncements. Whats the big 'S' word again? Schitzofrenic? Sorry, Junior 4, remember.
How in the world can SVG not be poorer today? we have raising unemployment, increased number of persons on poor relief, and thats not something to brag about, but somehow, with very little to thump their chests with, they choose this one. Destruction of the banana industry, we were shipping 80 boxes just recently. And the reason for this as we all know is that the government did not spray because they had no money.

Arrowroot is alos dead, the tourism industry has contracted for 3 years running now. Small shops all over the country are closing down.

Increased number of people who can't pay they light and phone bills, and people are constantly disconnected, heck even the government phone and light bills are cut off on a regular these days. How sad it is that all the government phones were cut off, prompting and embarrassed Ralph to say he was glad that they were cut off. HOW SAD AND PATHETIC!!!!!!

Cannot fix the roads because of lack of money to do so. The inability to pay the 3% increase promised to government. The drug supply to the hospital was cut off for nonpayment. AND YOU WANT TO TELL ME ABOUT POVERTY REDUCTION?? These my friend are the cold hard facts, not some made up data in the deceptive minds of the ULP and their red rats.

My problem with the CCJ is the closeness of some of the Judges to GONSALVES, who also have MARXISM in their backgrounds, how many of the CCJ judges have a MARXIST background? I need some statement regarding MARXISTS in the Caribbean Judicial System. I do not trust the CCJ until there is confirmation that there are no Marxists sitting as Judges.

Adrian Dudley Saunders was born in St. Vincent on 4th January 1954, the last of five children of the late Thomas Saunders and Theo Saunders.

Adrian Saunders attended St. Mary's Primary School and later St. Vincent Grammar School in St. Vincent where he was the Head Boy during the 1971-1972 academic year.

January 1997 Saunders was confirmed as a High Court Judge, being first assigned to the dependent territories of Montserrat and Anguilla. .

From 2000 to 2004, Saunders sat as Chairman of the Ethics Committee of the ECSC, presiding over the development of a code of ethics for Judges of the Eastern Caribbean.

In 2001 Saunders was confirmed as a High Court Judge to St. Lucia

May 1st 2003, Saunders was appointed Justice of Appeal of the ESCS

June 2004, Saunders was appointed to act as Chief Justice of the Eastern Caribbean Supreme Court in the absence of Sir Dennis Byron who is on leave.

In December 2004, with the concurrence of the affected parties, Mr. Justice Saunders was appointed by a Caribbean Community (Caricom) Prime Ministerial Sub-Committee on Cricket to act as Judge-Advocate and deliver a binding ruling on a heated dispute between the West Indies Cricket Board and the West Indies Players' Association.

April 16th 2005, Saturday: Saunders was appointed as a Judge of the Caribbean Court of Justice. He took the oath of office as a Judge of the Caribbean Court of Justice at the Court's Inauguration Ceremony.

Since being appointed a Judge of the ECSC, Mr. Justice Saunders has been deeply involved in judicial reform in the Eastern Caribbean. He has been a faculty member of the Halifax-based Commonwealth Judicial Education Institute since 1998, and as such has regularly participated in judicial education programs for Judges from throughout the Commonwealth.

Off the Bench, Mr. Justice Saunders was President of the National Youth Council of St. Vincent and the Grenadines. He represented his country at table tennis on a number of occasions and for many years he was a member of the Executive of the St. Vincent & the Grenadines Table Tennis Association. He also served as Chairman of the St. Vincent Save the Children and as President of the St. Vincent Guild of Graduates.

Well COX, I have been giving some thought about you posting on this site. I have come to conclusion that you are either very, very stupid, or perhaps someone has stolen your identity.

Both the people who you blindly support here are using false names, they are both frauds, either you know this and just do not care, or your an exceptionally stupid man. Anderson and Patterson are paid Marxist collaborators, their sole aim is to protect GONSALVES and the ULP against the truth when it shows them in a bad light. What I find difficult to understand is that you come here using your own name and put at risk your own credibility and that of your UN employer.
