Dear Sir:

The New Democratic Party (NDP) is presently the opposition political party in St Vincent, but from 1984 to 2001 -- 17 long years -- they held the reins of government here. I do not know of another national political party anywhere, which possesses a more ridiculous and utterly shameful record of non-achievement and financial mismanagement. Let us take a walk down memory lane and revisit some of what we experienced during those difficult years.

1) The Banana Growers Association had a surplus of $25 million in 1994. Julian "Bucky" Boyea suggested, and the farmers agreed that they should establish a Farmers Bank. This was not done, the money was squandered, and by 2001 when the ULP won the elections, the BGA was in debt to the tune of $30 million!

2) At that time, the Container Port in Camden Park was ridiculously disorganized. It was definitely unprofitable, and possessed an unserviced debt of almost $10 million!

3) Meanwhile, at the Cruise Ship Pier in Kingstown, there was $14 million owing to the Kuwaiti contractors as well as the substantive debt of $40 million. This totaled a whopping $54 million!

4) At the University of the West Indies, the arrears amounted to in excess of $7 million!

5) The Diamond Diary was in liquidation for several years. It was closed, but for nearly two years, those laid-off workers were paid nearly half-a-million dollars per year for doing absolutely nothing. At the end of the day, when the NDP was thrown out of office, the amount owing was in excess of $2 million!

6) The non-payment for 17 years of severance pay to 1,300 estate workers at Orange Hill, Wallilabou and Richmond Vale amounted to close to $3 million!

Here Comes the Biggie

The Ottley Hall Project actually amounted to one-third of the entire nation's total external debt.

A) The Ottley Hall debt owing to West LB (the German bank) was $156 million.

B) There was a further debt at the NCB of $10 million.

C) The NDP government actually paid interest to West LB between 1988 and early 2001of $18 million!

D) Dr Rolla, the NDP-man, siphoned off a further sum for the Union Island project, which amounted to over $16 million.

E) There were additional millions owing for professional fees, and even more owing for outstanding payments for goods and services provided at Ottley Hall. The NDP and its supporters had a field day, as they robbed the country blind.

This is why I continually ask Peter, ah mean Brian Alexander, how much money he obtained from this project.

This entire project has put St Vincent and the Grenadines into a situation where we owed in excess of $200 million!

To make matters worse... Coopers and Lybrand valued the project as being worth only $13.5 million!

If anyone knows of a government with a worse financial and economic record, please let me know.
