Commentary: The spirit and intent of regionalism and integration is understood by Gonsalves

Public policy, legislative changes and other decision making mechanisms by governments are often subject to ridicule, misinterpretation, apathy and misinformation by those who should understand and articulate why these changes were necessary.

Unfortunately, there is the existence of a current regional initiative involving the Eastern Caribbean Central Bank (ECCB), the governments of Grenada and St Vincent. Suffice to say, the prime minister of Saint Vincent and the Grenadines remains one of the region’s most pragmatic, committed and forward looking prime ministers as it relates to regional integration and sustainability of small states.
It is also very enticing and appreciative to know that Governor Dwight Venner of the ECCB recognizes the problems and challenges of small states and saw it necessary to establish a rainy day reserve fund that member organizations can access in the case of recurrent expenditure problems. Governor Venner and his team must be commended for this initiative and it clearly shows the competence and visionary of this important regional institution.
The current economic decline in Grenada should not be a secret, although administration officials continue to paint a different picture. With increasing youth unemployment, rapid decrease in the quality of life for Grenadians, uncertainty in meeting public servants’ payroll, late payments to suppliers and vendors and government’s demonstrated inability and capacity to move the nation forward that will increase the socio-economic situation has reached a climax and no new changes are anticipated for the future.
Given the above challenges, it should not be a surprise to anyone that the administration will pursue a path of desperation, especially when it realizes that there will be a shortfall in honouring recurrent expenditures, which will only spill over in anger and further despair of the Grenada electorate. The Thomas administration was recently encumbered with some of the above challenges and had no other alternative but to seek the assistance of the ECCB and the government of St Vincent.
In my humble and honest view, the Grenada administration responded to its critical situation by tapping into the generosity of a small state institution and government. They both must be commended for their positive response and critics are obligated to take a deep second look at the circumstances.
With the advent and access to information technology tools, it is always likely that the above initiatives will come to the forefront. Unfortunately, many end users with instant access to technology tools will endeavour to put forward their weak and misguided interpretation, as recently seen on an electronic medium regularly utilized by Grenadians and other Caribbean nationals. The postings were pathetic, ill-conceived, silly and showed a total misunderstanding and disregard about the notion and understanding of small state problems.
It was extremely difficult for me to express the above views when the Commonwealth of Nations in their 1979 Heads of Commonwealth Nations meeting in Zambia adopted a resolution on small states challenges and the need for the More Developed Countries to be responsive. Interestingly enough, the resolution was proposed by former prime minister Bishop and received unanimous support from countries like Canada and Australia.
From all the information available, credit must be given to the Government of St Vincent for coming to the aid of Grenada. Prime Minister Gonsalves’ action must be seen in the context of one small state assisting another. Such a response must also be seen in Gonsalves’ long and historical perspective on regionalism and integration. While I have not had the opportunity to converse with my beloved Comrade on this matter, I have no doubt that the sentiments and understanding that I have advanced are likely to be aired by the Comrade Prime Minister.
With fairness to the Thomas administration and given my growing concerns about the administration’s governance practices, there is nothing wrong with the action that was taken. On the other hand, Burke and his officials could have been more transparent by explaining to Grenadians the economic situation and why it was necessary to pursue the ECCB and government of St Vincent path.
There are many wild speculations about the role of the National Democratic Congress (NDC) general secretary in this matter. After carefully checking many regional sources, it is fair to conclude that Burke and his Permanent Secretary Timothy Antoine, who is a respected and competent manager, are the two administration officials who worked with Venner and Gonsalves to firm up an agreement. ALBA or Venezuela was not involved and the three OECS member states that are members of ALBA were not involved in these arrangements.
In conclusion, ACP small states are facing many challenges, including Grenada. The very unfortunate situation in this state is related to a planning deficit, mutinous conduct of certain administration officials, unfilled promises and useless allegations against the opposition of Dr Mitchell. Grenadian voters have told the administration that they do not wish to hear more of the same verses that were preached commencing in July 2008. They are hurting, in despair and charting an unknown future. They want the NDC administration to fix the problem or retreat to the New National Party (NNP).
Once again in the true spirit of the regional integration movement, I salute Comrade Prime Minister Ralph Gonsalves of St Vincent and the Grenadines. | | | Reads: 3734

Make no mistake about it, Ian Francis is going to receive significant criticism for simply complimenting Ralph Gonsalves. Fortunately, Francis has a thick skin, and could take it.

Reader in a few articles that you have read about my take about Gonsalves and his initiatives and commitment he placed on regionalism. Like other Vincentians I have embraced our role in regionalism.
Moreover, in my recent book, “Regionalism, the Caribbean Prospective” this was also discussed.
However, I also said that the reason St Vincent and the Grenadines is placing so much effort into the integration process is questionable. First, SVG invested more money into LIAT than any other Caribbean Island not because we want to; it’s because we have to. If LIAT does not fly then Vincentians and visitors alike will either have to stay in another island or catch a boat. So yes, it’s wise to invest so we have airlift in and out of SVG. They won tell you this!
Additionally, more effort is placed in CSME (the Single Market Economy) not because we want to but because we see the advantages to SVG for doing so. If the Caribbean managed to established a single market economy then Vincentians who are suffering from lack of employment at home could go elsewhere and seek jobs - a political master piece that would avoid Gonsalves from worrying about creating jobs for Vincentians, which he has failed to do in his rule. This to, Vincentians they would not tell you!
Vincentians, I know that you are abreast of what is happening and no one cannot fool you. Do not be fooled!

In 2010, a bag full of cash, US dollars turned up at the NCB bank, a million US to be exact, or there about. The bank was asked to change the money into EC$s, after due consideration the called his relative and told him to take the US$s away, refusing to change it. Days and weeks afterwards ULP relatives and friends began turning up at banks with smaller sums of US money and banking it. A ULP government official walked about with a huge roll of US$ bills in his pocket, removing it occasionally to pay bills in bars and shops.
GONSALVES has failed to give a credible answer about where that money came from.
That amount of money comes via banks, money transfers that can be checked for legality, not in an old bag. Only dirty money comes in an old bag.
Whoever gave it, did they expect it to be shared out among the ULP hierarchy? or was it to be used for the party? whichever it was shared out by a few.

In 1992 Ralph Gonsalves in an address to the Barbados Bar Association noted that
" I find the approach of both parliament and the judiciary is less than wholesome in the protection of the constitutional right of freedom and expression. Too often Caribbean legislator's go beyond the outer limits of a persons rights to free freedom of expression and they are insufficiently reproached by Caribbean judges"
Was that just a MARXIST trying to have his voice and opinions heard without interruption by the governments and laws?

In 2010, Reuben Morgan opened a Chinese restaurant with his Canadian Chinese business partner in SVG at Villa. In 2011 Morgan’s Chinese wok cooking expert said that they were going to open a casino at the new Argyle Airport, they could only do so with the blessing of GONSALVES.
The Chinese Canadian having made that statement, GONSALVES got real angry, and said he would never sanction a CASINO.
One night the Chinese restaurant closed and all the equipment moved out during the early hours of the morning. Everything was shipped out to Saint Lucia, where they have now set up business.

If verbal wind were a marketable resource, Mr. Gonzalves would indeed have been a most transformative leader of St. Vincent.
As it stands, however, his articulate posturings have done little other than to earn himself attention. How involving St. Vincent in ALBA or stressing his socialist ideological credentials is supposed to do anything for the practical realities of his country is something known only to him and his admirers.

It is curious that only residents and leaders of the smaller islands of CARICOM (like grenada and svg) seem to place so much stock in closer integration and CSME as a practical reality.
While leaders of larger member states pay it lip service, they recognise, rightly, that in practical terms closer economic integration of our region makes no sense whatsoever for the citizens of their countries. It clearly makes sense for the smaller ones, which already have OECS, so I find it hard to understand why they agitate for more.
Put together, Caricom has a smaller market for goods and services than uruguay! Additionally, regional countries are usually competitors (and not natural bedmates) for GLOBAL markets, which is why they each benefit from GLOBAL, rather than regional integration.
I so NO WAY to CSME or closer regional integration. Gonsalves can talk all he wants. He will never convince us. |

I am happy that my own country said "no thanks" to CSME, while remaining a CARICOM member and I would like to see other regional leaders have the courage to do the same.
Goodwill, regional camaraderie and cooperation are good goals, which is why we have caricom. But the idea of integration bringing some kind of economic benefit is nonsense.
Gonsalves comes from a long tradition of professorial, small island leaders who longwindedly espouse impractical, but intelligent-sounding platitudes about integration (one thinks of Adams, Manley and others). I am happy that the leaders of my own country (the Bahamas) have been less professorial, more practical and kept us out of foolhardy endeavours like CSME. |

7/ GONSALVES has said on several occasions that he is here to finish the work of MAURICE BISHOP, well according to public records in Grenada and Maryland USA, Bishop gave instructions that people should be sent to Cuba and Russia to learn how to keep two sets of books, to cook the books to enable him to commit fraud against the IMF and WORLD BANK. Has Gonsalves specifically excluded this part of Bishops work?
8/ Who in the ULP government had a house built by the Buccament Bay people not far from Harmony Hall.
9/ Why did GONSALVES sign a contract with the Teachers Union, fully well knowing it was unconstitutional and therefore unenforceable. Then told the teachers it was the best contract the ever had, why?
10/ Why did GONSALVES approve the employment of three policemen who had been convicted of serious crimes, convictions upheld at appeal. Why?
11/ Why has Saint Vincent got a bank account in Havana Cuba, where countries like Iran put money in? and who monitors and audits that account?
12/ How much each were the TEREX trucks at the Argyle airport, and who is responsible for that deal?
13/ Is it true that VINLEC has been supplying diesel fuel to the airport without payment to date. Has such action caused expensive electricity prices to be excessively expensive to the SVG consumers? are the VINLEC consumers paying for the fuel used at the airport?
14/ What was the procedure and reason that David Ames of Harlequin got SVG citizenship, and how did he qualify?
15/ Can anyone explain how the 30% pay awards promised by GONSALVES prior to the 2001 election, is now with inflation a minus 30% pay award?
16/ Why did the police shoot a harmless homeless man in the legs? was he carrying a gun? did he have a cutlass? did he throw sticks or stones? did he say something nasty? After having to high powered top brass meeting, they have now decided to charge the victim. Is that because they may have to reinstate even more criminal policemen if they are convicted of some artificially lower crime than attempted murder?

I consider the judgment awarded to RALPH E. GONSALVES against NICE RADIO is a disgrace and an amount that is nothing less than a travesty of decency, truth and justice.
How can anything said against GONSALVES be worth $250,000 the man in my eyes is worth no more than a bag of donkey dung. Why do I say that? because he was accused and charged with rape by a woman police officer. He denied that charge, yet never sued this woman for bringing his name into disrepute. He was accused and charged by a Canadian human rights lawyer of sexual molestation. He also denied that charge, yet never sued this woman for bringing his name into disrepute. He was accused by several other women of sexual assault, yet never sued any of these woman for bringing his name into disrepute. If what they said was untrue they brought at least a hundred times more damage to GONSALVES good name and standing in VINCENTIAN society.
GONSALVES is a man who brings himself into disrepute by being a self confessed LIAR and as such a self declared thief, and a self declared worshipper of OBEAH.
I consider GONSALVES a dirty mouthed liar who utters obscenities about all and sundry yet not a one of them sue him.
GONSALVES said in parliament “ I SOME TIMES tell lies” he also said “ SHOW ME A LIAR AND I WILL SHOW YOU A THIEF”, he also said in parliament “I ONLY DO OBEAH FOR THE LORD”, we all know you can’t do OBEAH for God, but you can for LORD SATAN. In my eyes that make GONSALVES a DEVIL worshipper.
