By Dr Ralph E. Gonsalves
Prime Minister of St Vincent and the Grenadines
This extensive paper, which will be published in several parts, is an edited version of a longer document which formed the basis of a presentation made on August 24, 2012, by Dr Ralph E. Gonsalves, Prime Minister of St Vincent and the Grenadines, at the closing session of “the Fifty-Fifty” Conference of the Sir Arthur Lewis Institute of Social and Economic Studies (SALISES) of the University of the West Indies in Kingston, Jamaica. Among other things, the publication excludes the section on “the Grenada Revolution” (1979 – 1983) which is amply covered in the prime minister’s autobiography entitled The Making of ‘the Comrade’: The Political Journey of Ralph Gonsalves.
This paper contains, too, the essence of Dr Gonsalves’ discussion on the subject “Rethinking Policy to Address Low Growth and High Debt: The Economic Challenges Facing the OECS/Caribbean” on September 04, 2012, at a recently-concluded “High Level Forum” sponsored by the International Monetary Fund, the Caribbean Development Bank, and the Central Banks of CARICOM member-countries at Port-of-Spain, Trinidad and Tobago.
The ideas of Dr Gonsalves, contained in this paper, are well-known to those who have followed his speeches and writings, especially his Budget Addresses, his United Nations Speeches, his Addresses to CARICOM and OCS, national and international gatherings, and his various publications over the past dozen or so years. They constitute what he calls “a compelling narrative” for socio-economic development. He weaves history, philosophy, literature, economics, law, politics, sociology, policy-making, public administration, governance, and more, into his integrated narrative.
Part 5: The Revised Treaty of Basseterre 2010 – 2011
The 2010 Revised Treaty of Basseterre, inclusive of its Dispute Settlement Annex and the Economic Union Protocol, has revamped the original Treaty in at least seven major ways, namely: The strengthening of the framework for functional cooperation; the creation of a single financial and economic space; the securing of the freedom of movement of citizens of the protocol member-states (the independent countries of the OECS and Montserrat; Anguilla and the British Virgin Islands are “associate members”); the establishment of areas of exclusive legislative competence and restrictive legislative competence; the according of additional decision-making powers to the OECS Authority, the Council of Ministers, and the Economic Affairs Council; the fortifying and extending of the general administrative oversight within the OECS through the creation of the OECS Commission, presided over by the OECS Director-General with representation, at ambassadorial rank, from each member-state; and the introduction of a “legislative filter” through the establishment of the OECS Assembly. All these innovations are directed at deepening and broadening OECS integration, improving responsible and more effective governance of the OECS, and delivering more benefits much better to the people of the OECS.
Dr Ralph E. Gonsalves, Prime Minister of St Vincent and the Grenadines
Each member-state, which has signed and ratified the Revised Treaty, has solemnly agreed to take all steps to secure the enactment of laws which are necessary to give effect to the provisions of this Treaty and decisions taken thereunder. Specific obligations are imposed on each member-state within the framework of the general undertaking as to implementation. At the same time, the Revised Treaty declares, in Article 5.4 thereof, that:
“Nothing in this Treaty requires a Member-State to undertake amendments to its Constitution, and its obligations as to implementation are circumscribed accordingly.”
(i) OECS Assembly
This OECS Assembly derives its structure and authority from the Revised Treaty which has been put into the domestic law, statutorily, by the respective Parliaments of each member-state.
Each member-state sends five of its legislators to this Assembly, chosen by the legislative body of each member-state, from government and opposition parliamentarians proportionately, to represent their constituents. The central role of the OECS Assembly, as set out in Article 10.13 of the Revised Treaty, is to consider and report upon: (a) to the OECS Authority on any proposal to enact an Act of the OECS and on any other matter referred to the Assembly by the Authority; and (b) to the Council of Ministers in the case of any proposal to make certain regulations which have been referred to the Authority.
(ii) Legislative Competencies
The matters of relevance which the OECS Assembly may be called upon for consideration and reportage include specifically the five areas of legislative competence of the OECS Authority, namely: the Common Market including the customs union; monetary policy; trade policy; maritime jurisdiction and maritime boundaries; and civil aviation; three areas of restrictive legislative competence, namely, common commercial policy, environmental policy, and immigration policy; and other areas of sub-regional coordination necessary for a better achievement of the purposes of public policy.
In the latter regard the whole range of matters in the Economic Union Protocol are likely to be considered and reported upon by the OECS Assembly including: trade issues and the free circulation of goods in the economic union; freedom of movement of citizens of the protocol member-states within the economic union area; economic transformation; economic growth, employment, and poverty reduction; policies for the various economic sectors and sub-sectors; fiscal policy; incomes policy; law and order and citizen security; health and education; social security; sports and culture; air and sea transportation; airports and seaports; CARICOM affairs; foreign policy; and international economic relations.
It is to be noted that in relation to two specific areas of legislative competence for the OECS Authority, that is to say, monetary policy and civil aviation, the competencies are circumscribed as per Article 14.1 of the Revised Treaty. Thus, in the area of monetary policy, the competence in this category is to be exercised by the OECS Authority only on the recommendation of the Monetary Council of the Eastern Caribbean Currency Union (ECCU). Similarly, in civil aviation, the competence in this category is to be exercised only on the recommendation of the Board of Directors of the Eastern Caribbean Civil Aviation Authority (ECCAA). Article 6 of the Revised Treaty lists the Eastern Caribbean Central Bank, the ECCAA, and the Eastern Caribbean Supreme Court as institutions of the OECS but it is made absolutely clear that this listing “does not impair any powers or jurisdiction of any of these institutions.”
(iii) Loving and Caring for the OECS
On the occasion of the formal opening of the 55th Meeting of the OECS Authority on June 10, 2012, when I assumed the one-year rotating office as Chairman of the Authority, I highlighted five broad areas of priority on which we ought to work assiduously over the next ten months or so. I reiterate them here.
First, we all must love and care for the OECS. This sounds simple; the cynical may consider it trite or wolly. Far from it; it is the most important consideration or goal. Each of us has an obligation to love and care for his or her family and to be considerate to those who depend on us. The OECS is part of our extended family; indeed, politically, it is our family. If we speak in all the highfalutin tongues of men and women, or even of angels, but we have not love or caring, we are merely sounding brass and clanging cymbals. Our love and caring for the OECS must protect and preserve it, and contain our hopes and faith for the future. In everything we do or say politically, we must have the OECS at its centre. We must approach its work with steadfastness and creativity; it must bind us ever more together. And our governments must make every effort to pay the dues required for the OECS and its organs to survive and thrive.
Secondly, over the next year, we must continue the process of consolidating and extending our gains from the OECS and its institutions or mechanisms which deliver value to our people. These gains flow especially from our coordinated and integrated work in the free movement of our people, money and banking, the judiciary, civil aviation, education and health, telecommunications, the environment, maritime matters, external trade and foreign policy, national security, poverty reduction, capacity building, and other vital areas of functional cooperation.
Thirdly, we must make the Revised Treaty of Basseterre Establishing the Economic Union take root. This recent advance in our sub-regional governance deepens and improves the integration mechanisms. The new institutions such as the consultative OECS Assembly, the Economic Affairs Council, and the OECS Commission must be placed on a solid footing. Vitally, all matters resident in the Annex and Economic Union Protocol are to be fully elaborated, and put within appropriate juridical frameworks over the next year. This Protocol is of great importance, for example, to the freedom of movement of persons and goods. A host of trade issues are to be fine-tuned. The work ahead is hefty. The agenda is heavy-laden and the hands are few.
Fourthly, we must finalise all necessary arrangements for the Revised Treaty of Basseterre to be accorded a special and differential place in the Revised Treaty of Chaguaramas which establishes CARICOM. Some within the wider CARICOM are resisting this reasonable proposal so necessary and desirable for the continued optimal functioning of CARICOM. I feel sure, however, that wisdom will prevail in this regard.
Fifthly, the OECS has to navigate itself properly, in its own interest, through and within a series of other cross-cutting regional mechanisms including CARICOM, the Economic Partnership Agreement between CARIFORUM and the European Union, the proposed associate status of Martinique and Guadeloupe with the OECS, the ALBA (the Bolivarian Alternative for our America), the Community of States of Latin America and the Caribbean (CELAC), and trading or developmental arrangements with other countries such as the USA and Canada. The configuration of regional integration is being altered before our very eyes; so, the OECS, and CARICOM too, must accommodate themselves, in their own interest, to the altered and altering regional and global landscape of a more integrated political economy. Accommodation, yes, but we must also resist creatively and sensibly where such resistance is necessary and desirable.
Do not for one moment think that we cannot suffer reversals in our sub-regional integration movement. To be sure, we have made immense progress since the original Treaty of Basseterre was signed in 1981. Our Revised Treaty of Basseterre of 2010 has made a quantum leap in regional governance and the creation of a single economic space. But challenges abound. Ironically, the global economic crisis which ought to cause us to bind ourselves ever more closely in a more perfect union, contains ingredients to divide and fragment us. Remember, too, that our very “islandness” sometimes engenders unseemly nationalist or even chauvinistic impulses. So, let us ever be reminded that divisiveness and West Indian unity are riding partners. We do not have far to look: CARICOM has suffered severe setbacks recently and is currently on “pause” in its quest for a single economy. Let us avoid these kinds of reversals in the OECS. That is why I urge that above all we must love and care for the OECS. It is our anchor in the dangerous regional and global communities.

Caribbean governments urged to repeal criminal defamation laws. I believe this matter has become an international matter mainly because of the serial suing by GONSALVES of Vincentian citizens and companies.
Its time for GONSALVES to stop acting like a colonial master and stop suing people like he is the owner of a great sugar cane estate, a Plantation owner. Remember I always said that I considered GONSALVES is worth no more than a bag of manure when the courts make him awards.
Judges and courts should stop making judgments in his favor that give him huge awards, its indecent and disgusting, and shows how the legal system is a disgrace to its self.
The danger is that an old boys system is operating in the justice system that benefits GONSALVES.
All of GONSALVES old talk about colonialism, and here he is a leading colonialist, and a MARXIST one at that. If you look at the behavior of GONSALVES he shouldn’t even be afforded the title honorable, he is a disgrace to Vincentian society.
If you look at his recorded behavior its abysmal.
Caribbean governments urged to repeal criminal defamation laws
(IPI/IFEX) - VIENNA, Oct 15, 2012 – The International Press Institue (IPI) today released a final report on its June mission to four Caribbean countries, cautiously welcoming progress in three of them toward the repeal of criminal defamation and insult laws but urging political leaders to remain committed to reform.
During the nearly two-week long mission, IPI delegates met with representatives of government, law enforcement, media, and civil society in Barbados, the Dominican Republic, Jamaica, and Trinidad and Tobago as part of IPI's campaign to decriminalize defamation across the Caribbean.
In June 2012, the International Press Institute (IPI), in conjunction with its strategic
partner, the Association of Caribbean Media Workers (ACM), conducted a two-week
mission to Barbados, Jamaica, the Dominican Republic and Trinidad and Tobago as part
of its wider campaign to end criminal defamation in the Caribbean.
The ultimate aim of the campaign is to push for the abolition of criminal laws currently in
place in the Caribbean that concern defamation, slander, libel or insult. The campaign
encourages the use of civil laws to address such concerns, in line with international
press-freedom standards and the recommendations expressed by regional and
international human-rights bodies.
Currently, all 13 independent states in the Caribbean have criminal defamation laws on
their books that establish a penalty of at least one year in prison. Libel deemed seditious
or obscene remains a separate offence in a majority of Caribbean countries and
generally entails stiffer punishments, with prison sentences of up to five years in certain
Particularly in the English-speaking Caribbean, many of the laws in place are near-exact
replicas of colonial-era acts dating back to the mid-19th century. Lord Campbell’s Act
(also known as the Libel Act of 1843), which serves as the foundation for a number of
defamation statutes across the Caribbean, was itself largely repealed in England in 2009.
Bucking a global trend, the Caribbean has witnessed active criminal libel prosecution
over the past 15 years, with cases being brought recently in the Dominican Republic,
Grenada and Antigua and Barbuda.
The four countries visited by IPI in June were strategically selected on the basis of their
regional influence, demonstrated readiness for defamation reform or in response to
immediate concerns about the application of libel law. The mission to Trinidad and
Tobago coincided with IPI’s 2012 World Congress held in Port of Spain from 23 -26 June.
The mission was premised on a domino theory by which individual successes are used to
build momentum and place pressure on neighboring countries to follow those positive
In each country, IPI’s advocacy efforts targeted representatives of government and law
enforcement agencies, journalists and press freedom organizations, law and journalism
faculties as well as civil society groups.
This experience reflected IPI’s overall campaign strategy of building support in each
Caribbean country via direct contact with political and media stakeholders to lobby on
behalf of revisions or amendments to existing defamation laws, and through coordinated
media coverage of visits and the placement of opinion pieces in local media.
Peter, ah mean Brian Alexander, I am so proud of you.
I really do not like calling you a total and complete fool (in public) and you have assisted me in this quest.
You Peter, or Brian, or whatever you choose to call your self, just continue to make a CLOWN of yourself...AND I LOVE IT!
THAT WAS/IS NOT MY CHOICE, IT IS YOURS.
If you consciously make the decision to be stupid, that is one matter, but if on the other hand that talent of yours comes naturally, then you must be applauded for that natural skill.
Brian, when you behave so stupidly, that saves me from telling he reading public just how EXCEPTIONALLY ASININE you really are.
In 1992 Ralph Gonsalves in an address to the Barbados Bar Association noted that
" I find the approach of both parliament and the judiciary is less than wholesome in the protection of the constitutional right of freedom and expression. Too often Caribbean legislator's go beyond the outer limits of a persons rights to free freedom of expression and they are insufficiently reproached by Caribbean judges"
Was that just a MARXIST trying to have his voice and opinions heard without interruption by the governments and laws?
Now the man is in power all those values that he voiced have been abandoned or dumped. Its what's called MARXIST manipulation.
I consider that under GONSALVES we are under a dire threat of a dynasty being formed, a dictatorship, with his son waiting in the wings on the fathers promise of power being handed to him on his retirement.
If you look at all the Vincentian newspapers of the early GONSALVES era, he was hated by our parents and grandparents, they described him as a Marxist, a man without God, and a worshipper of Cuba and Russia. Perhaps the old folks were right and we should heed their warnings, which in most cases are now warnings from the grave.
If you want direct quotes, I have all the news papers from the 60’s to present day, just ask and I will print them, showing references and pages etc.
Hi PETER, thanks you for this opportunity. There was one issue and subsequent ones where my eminent editor, Mrs. NORA PEACOCKE, The VINCENTIAN, interviewed ralph gonsalves, 'formerly' of the local communist party, YOULIMO, then recently of the nascent "Movement for National 'Unity' ".
Circa 1982, or VERY soon after.
EDITOR PEACOCKE was interviewing the "RED Wolf" Gonsalves on a supposed "scoop". He was telling her the he was, supposedly, 'no longer for MARXISM-LENINISM Communism', but was now for some ethereal thing called 'SOCIALIST ORIENTATION'.
The VINCENTIAN's Editor, Mrs. PEACOCKE, SPLASHED the welcomed "news" or "dramatic change" of ideology ON THE THE FRONT PAGES, AND FULLY COVERED THE 'WATERSHED' OCCURENCE IN HER EDITORIAL.
She rushed to print, gushing profusedly, despite my caution and counsel. NEVER ONCE DID COMMUNIST RALPHIE, OR ATHEISTIC EVERARD correct the UTTER FALSEHOOD THAT Editor PEACOCKE HS "COLLECTED" FROM THE COPYCAT COMMUNIST 'comrade'.
The LEFTISTS, ULTRA-LEFTISTS, THE SPURNED 'LENINIST' Youlimo, the SHEEP IN RED WOLVES' CLOTHING 'MNU' "me and you" party UTTERED NOT A WORD OF DISASSOCIATION, RIDICULE OR CONDEMNATION.
Ralph, the loudly proclaimed COMMUNIST HIGH PRIEST OF THE Eastern Caribbean, WROTE ARTICLES, LETTERS, AND/OR COLUMNS FOR THE VINCENTIAN, AND IN HIS mnu rag-sheet 'UNITY', but NEVER ONCE in all these years --- NEVER ONCE DENOUNCED, DISAGREED WITH, OR RENOUNCE THE REPORTS ON HIS INTERVIEW WITH THE EDITOR in The VINCENTIAN.
I do not have my library at hand, presently. You may check from soon after the formation of the communistic MNU and UNITY polemic tract.
NEXT, get a copy of COMMUNIST Ralphie's "THE NON-CAPITALIST PATH TO DEVELOPMENT". Compare the TWO DOCUMENTS. Yuh be 'tink that LION could LIE ? Dat ah LIE. This dyeINtheWOOL EXTREMIST LENINIST could easily OUT-LIE Sparrow's stereotypical "BAJAN".
EBENEZER THEODORE JOSHUA, quoting WILLIAM SHAKESPEARE:
"OH, WHAT A TANGLED WEB WE WEAVE, WHEN FIRST WE PRACTISE TO DECEIVE."
Duplicity, lies, deception, dishonesty, disinformation, and false propaganda, are political tools in the sinister araenal of the subversive COMMUNISTS/Scientific Socialists/RUSSIAN SOVIETstyle 'International socialists/MARXIST LENINISTS.
IN THE MARXIST IDEOLOGY, they taught me that A RABID COMMUNIST COULD ACTUALLY BEAT HIS CHEST PROFUSELY AND SAY "I AM NOT A COMMUNIST" - - - when IN FACT he is LYING THROUGH HIS IDEOLOGICAL AND POLITICAL TEETH.
The Catholic analysts teach me that THE MARXISTS/COMMUNISTS ARE, BY THEIR VERY NATURE, INVETERATE LIARS.
Indeed, LENINS taught these CARIBBEAN COPYCAT COMMUNISTS, such as in YOULIMO and the inner-MNU, that:
IT IS O.K. TO LIE, CHEAT, STEAL, DECEIVE, TORTURE, RAPE, AND MURDER - - - all FOR THE 'SAKE' OF THE VIOLENT, SUBVERSIVE, COMMUNIST OVERTHROW OF FREE, DEMOCRATIC, LEGITIMATE GOVERNMENTS - - - and THE ULTIMATE 'WORLD COMMUNIST REVOLUTION'.
Is it any wonder that the FOLLOWER, THE BOOTLICKER, IS A POLITICAL FRAUD.
LIKE THEIR IDEOLOGICAL HEROES, LIKE FOLLOWERS all.
Birds of a political feather, flock together, for sure.
ASK the POLITICAL FRAUD just WHAT DOES 'SOCIALIST ORIENTATION' mean.
ASK the POLITICAL COCOBEY just WHERE DOES 'SOCIALIST ORIENTATION' lead, ULTIMATELY.
Did then MNU leader LIE to The VINCENTIAN's Editor NORA PEACOCKE about SOCIALIST ORIENTATION and his interview, or was it just a POLITICAL, ideological, COMMUNIST PROPAGANDISTIC 'lie'.
‘SIMON ANDERSON BLOW YOUR HORN KARL MARX HORATIO WILLIAMS’
MARXIST scum of the ULP, liar extraordinaire, deceptionist and fraud.
You lying scum bag, I said nothing of the sort.
So what if someone said such things, GONSALVES lies all the time about many and most subjects.
I suppose you are going to use your superior legal knowledge to try and discredit the Austrian International Press Institute (IPI), and its strategic partner, the Association of Caribbean Media Workers (ACM)
You know better. They are saying that such behavior in suing are colonial-era acts dating back to the mid-19th century. Lord Campbell’s Act (also known as the Libel Act of 1843), which serves as the foundation for a number of defamation statutes across the Caribbean, was itself largely repealed in England in 2009.
Once more instead of grasping the facts the I put forward, you just choose to protect GONSALVES the colonialist, against the truth.
STEVE_HUGGINS, as usual you are spot on with your observations.
‘SIMON ANDERSON BLOW YOUR HORN KARL MARX HORATIO WILLIAMS’ MARXIST scum of the ULP, liar extraordinaire, deceptionist and fraud.
Why don't you book yourself into a Cuban clinic for a poodle brain transplant?
Cuba is offering free brain upgrades exclusively to ULP supporters, collaborators and puppets.
The brains will be a great improvement on their existing brains because they are taken from specially trained poodle dogs.
Those who I am holding reserved seating for are, Gonsalves, the Francis boy, Miller, all the ULP government cabinet ministers, the DPP, the agriculture idiot boy minister. Don’t worry if I have missed your name or rank, we can arrange several trips.
Although Gonsalves holds most of the ministries, he will only be entitled to one poodle brain, I realize his head can hold several brains, but rules are rules.
This will lift a whole lot of people out of the Gonsalves dunce class. If you see any ULP peeing up lampposts, barking or howling, or shagging bitches in the street or beach [even in the financial complex], this is a side effect of the poodle brain transplant. Of course many of the more advanced ULP will already do these or similar things.
Peter, ah mean Brian Alexander, why has the Prime Minister SUCCESSFULLY sued so many people?
The answer is simple, Brian. ......BECAUSE LIKE YOU, THEY CONTINUALLY ON HIM!
....And you get caught.
LIE, LIE, LIE, LIE, LIE, LIE, LIE, LIE,that is all you guy do.
You said that Ralph Gonsalves was about to put his picture on our dollar bills.
You said that the Prime Minister used tax-payer money to take his mother to Rome to see the Pope.
You said that the banana boat was not coming back to St Vincent anymore.
You said that in pre-election violence in Chateau, 4 male ULP stalwarts beat 3 female NDP supporters.
You said that if the ULP won the referendum that out retirees from England would no longer receive their pensions.
Two weeks before the election you announced that you had been in negotiations with a construction company to build the same airport you opposed for five years.
You guys said that you knew me, where I was born, where I worked, how I was the Commissioner of Police in Bermuda, etc, etc, etc.
All of you are inveterate LIARS, that's why you get sued AND LOSE!
‘SIMON ANDERSON KARL MARX BLOW YOUR HORN HORATIO WILLIAMS’
And you call me a liar, you are the liar.
“You said that Ralph Gonsalves was about to put his picture on our dollar bills“
I NEVER EVER SAID SUCH A THING, THIS IS A LIE..
“You said that the Prime Minister used tax-payer money to take his mother to Rome to see the Pope“.
I NEVER SAID SUCH A THING, THIS IS A LIE
“You said that the banana boat was not coming back to St Vincent anymore“.
I NEVER SAID SUCH A THING, THIS IS A LIE
“You said that in pre-election violence in Chateau, 4 male ULP stalwarts beat 3 female NDP supporters“.
I NEVER SAID SUCH A THING BUT HAVING CHECKED IT OUT AND CAN CONFIRM IT WAS TRUE. LOCALS WERE ASKED TO CHANGE THE TRUTH TO PROTECT THE ULP. I WENT THERE, I WAS CATEGORICALLY TOLD JUST THAT. MORE MARXIST TWISTING OF THE TRUTH AND DOWNRIGHT LIES.
“You said that if the ULP won the referendum that out retirees from England would no longer receive their pensions“.
I NEVER SAID SUCH A THING, THIS IS A LIE.
“Two weeks before the election you announced that you had been in negotiations with a construction company to build the same airport you opposed for five years“.
I NEVER SAID SUCH A THING, THIS IS A LIE. BUT CAN CONFIRM THAT IT IS TRUE THAT A COMPANY WAS LINED UP TO TAKE OVER THE PROJECT.
“You guys said that you knew me, where I was born, where I worked, how I was the Commissioner of Police in Bermuda, etc, etc, etc“.
I NEVER SAID SUCH A THING, THIS IS A LIE. IN FACT YOU TOLD ME ON SEVERAL OCCASIONS THAT YOU WERE THE POLICE CHIEF OF BERMUDA. YOU IMPERSONATED AS A POLICE OFFICER TO ME.
“All of you are inveterate LIARS, that's why you get sued and lose“!
SHOW ME AND PROVE THAT ANYTHING THAT I EVER WROTE ABOUT GONSALVES IS A LIE.
1 GONSALVES WAS ACCUSED BY AT LEAST FIVE DIFFERENT WOMEN OF SEX CRIME AGAINST THEM.
2. A CANADIAN HUMAN RIGHTS LAWYER CLAIMED AND CHARGED GONSALVES WITH SEXUAL ASSAULT
3 A VINCENTIAN LADY POLICE OFFICER CLAIMED GONSALVES RAPED HER AND LAID A CHARGE AGAINST HIM OF RAPE.
4 GONSALVES TOLD US MORE THAN ONCE THAT HE IS HERE TO FINISH THE WORK OF THE DEAD MARXIST COUP LED LEADER OF GRENADA.
Maurice Bishop came to power via an illegal Marxist coup, supported and assisted by Cuba and Russia.
Maurice Bishop locked up hundreds of Grenadian citizens without trial, some for upwards of four years.
Bishop tapped and recorded citizens telephone calls. He locked up church leaders and on the advice from the Cubans, then sort to control the Church's by state control. He shut down newspapers and took away democratic rights generally of all the citizens. Suspended the constitution and replaced it with his own draconian laws and regulations. On the instructions of the Russians and Cubans he instructed the central committee that two sets of books should be kept to fraudulently deceive the IMF, World Bank and buyers of Grenadian Bonds, and those who provided loans to the country. On the instructions of the Cubans he tried to drive out the St. Georges Medical school. There were Cubans working and controlling every government ministry. Rastafarians many of who were the main fighting force of the coup and promised trips to Ethiopia and the liberalization of marijuana laws in their favor, were targeted for . They were not allowed to keep their government jobs or get government jobs unless the had their locks cut off. Their children were refused schooling unless the had their locks cut off. The change in marijuana laws turned out be a lie on the part of Bishop and never took place. Thousands of Rasta's were rounded up and interned in what one would describe as a gulag or concentration camp.
The airport that was being built at Saline was for military use by the Cubans and Russians. Enough arms and equipment to fight a sustained war in whole Caribbean for at least ten years was imported and later impounded and removed by the Americans.
Bishop increased the house and property tax which harmed the whole economy of Grenada.
5 GONSALVES SAID IN PARLIAMENT THAT HE DOES OBEAH FOR THE LORD, ITS IN THE PARLIAMENTRY RECORDS, CAST IN STONE FOREVER. GONSALVES HAS NEVER APOLOGIZED FOR THAT STATEMENT OR WITHDRAWN IT. THEREFORE HIS ADMISSION STANDS, HE WORSHIPS OBEAH.
In Christianity Obeah is considered a taboo, and the term has pejorative associations. Obeah is associated with both benign and malignant magic, charms, and with mysticism in general, and some say Satanism and devil worship.
The practice of harnessing supernatural forces and spirits for one’s own personal use, known in some parts of Africa as ‘Obeye’ (an entity that lives within witches), has taken on many names in the Caribbean islands, such as Shango (Trinidad), Santeria (Cuba), Vodun or Voodoo (Haiti), Ju-Ju (Bahamas), Obeah (Jamaica),. Obeah is usually practiced for "evil" or rather self-interested, instrumental purposes, this faith is also said to aid as a source of strength and clandestine resistance. The practice of Obeah is the belief that one can use certain spirits or supernatural agents to work harm to the living.
6 GONSALVES IS A SELF CONFESSED LIAR, HE TOLD US SO HIMSELF, “I sometimes tell lies” “show me a liar and I will show you a thief” THOSE ARE HIS VERY OWN VERY STUPID UTTERANCE’S.
7 GONSALVES HAS NEVER SUCCESSFULLY EXPLAINED THE MILLION US DOLLARS IN CASH THAT HIS COUSIN FRANCIS TOOK TO THE BANK TO CHANGE INTO EC DOLLARS.
In 2010, a bag full of cash, US dollars turned up at the NCB bank, a million US to be exact, or there about. The bank was asked to change the money into EC$s, after due consideration the called his relative and told him to take the US$s away, refusing to change it. Days and weeks afterwards ULP relatives and friends began turning up at banks with smaller sums of US money and banking it. ULP government official walked about with a huge roll of US$ bills in his pocket, removing it occasionally to pay bills in bars and shops.
8 GONSALVES HAS STAYED AWAY FROM CANADA NOW FOR SEVERAL YEARS.
Since the Canadian lady laid charges against GONSALVES for sex crimes, he has never been to Canada. He has been invited by Canadian Vincentians, but has chosen not to visit the country since.
9 GONSALVES TOOK US INTO ALBA, A MARXIST -LENINIST ORGANIZATION.
The ALBA is a vitriolic anti-American organization which made common cause with Muammar Gaddafi of Iraq, it continues to make common cause with Mahmud Ahmadinejad of Iran, encouraging the setup of "popular and protagonist democracies"; with joint UN ambassadorial support for thug and mob rule by ruling parties of ALBA member regimes.
ALBA is largely a regional infrastructure designed to support the radical MARXIST revolutionary processes inside member countries. ALBA members consider this as one chapter of a global revolution. CUBA and VENEZUELA have brought ALBA member countries into contact and cooperation with other revolutionaries the world over—the principal of these being Iran but also including Hezbollah, Fuerzas Armadas Revolucionarias Colombianas (FARC), the Spanish Basque terrorist group Euskadi Ta Askatasuna (ETA), and the Colombian Ejercito de Liberación Nacional (ELN) among others which include North Korea. The purpose of this international revolution is, as President Chávez has stated, “the creation of a new world order.” According to ALBA foreign policy, the current institutional order must be brought to its knees in order to allow a new “multi-polar world” to emerge.
Essential to this is the collapse of the United States as a global superpower.
Under GONSALVES, we are part of this MARXIST revolution.
10 GONSALVES HAS ALIGNED US WITH IRAN.
Iran is the most despised country in the Middle East, a country that is looking for war with Israel, a country that is looking to build nuclear weapons. A country who only last week Canada cut off diplomatic relations, sending home the Iranians from Canada and bringing back Canadian diplomats. They have closed the Iranian embassy.
11 UNDER GONSALVES ADIMINISTRATION CRIME IS OUT OF CONTROL.
Under Gonsalves and the ULP, rape and serious crime is out of control.
Under Gonsalves watch police officers convicted of serious crimes were reemployed to beat and torture the Vincentian youth.
Gonsalves was adamant about removing legislation that controlled the police 'PACE', this was like giving the police a license to torture our citizens.
Vincentian women are raped, beaten, chopped up with cutlass, then running for safety to Canada.
a/ Under this SVG MARXIST regime times have got so hard that they cannot earn a living in SVG.
b/ People are frightened of the police who beat and force admissions of guilt from people, police get convictions from forced false admissions.
c/ Rape is out of control, with even prime minister Gonsalves being accused of such.
d/ Murder is out of control.
e/ Police shoot to kill, and ask questions afterwards.
f/ It is common for women to be beaten and even chopped with cutlass by their men and boyfriends.
g/ Child rape and buggery of little boys is common.
h/ Huge amounts of cash in US dollars regularly flows into the island.
i/ Hospitals commonly have no drugs, wrong drugs, no medical dressings, scanning machine and ultra sound not working, hospital dirty, more chance of dieing in hospital than out of hospital.
j/ GONSALVES and all his ministers seek hospital treatment abroad whilst other citizens have to use fifth rate medical treatment in SVG.
l/ Business’s are being opened by ULP members to launder dirty money
m/ Poor home and mental institution joined as one, homeless people having to endure living with mentally sick people. The home feeds nasty food that should only be fed to pigs. Not enough beds and people sleep on urine soaked mattress’s on the floor.
n/ People who don’t vote for the Unity Labour Party cannot get government jobs and are treated as second class citizens.

SUBSEQUENTLY IN 2004, MORGAN WAS ARRESTED AT A LONDON AIRPORT CARRYING A KILO OF COCAINE IN HIS LUGGAGE, HE WAS TRAVELING ON THE VERY SAME DIPLOMATIC PASSPORT THAT GONSALVES HAD APPROVED OR ISSUED TO HIM AFTER THE 2001 ELECTIONS.

One night the Chinese restaurant closed and all the equipment moved out during the early hours of the morning. Everything was shipped out to Saint Lucia, where they have now set up business.
13 GONSALVES BESIDES BEING A VERBAL LIAR, HE IS ALSO WRITTEN ONE AS WELL

Later when the teachers found out the truth, Gonsalves said he new the contract was unconstitutional and unenforceable and declared the contract as inspirational only.
